I like the idea of searing the beef first. It's a technique I've often used when circumstances permit. This is wonderful comfort food, and this is fairly close to some of the dishes I've made over the years. I don't add butter to the pasta before adding the meat and sauce mixture, preferring to let the grease from browning the meat take care of that. I'd also add a bit more onion and peppers, but that's just a matter of personal taste.
